Formation Research and Potential Pathways

The initiative is in Phase 0. Team formation organizing is underway, and preliminary North Carolina landscape and anti-duplication research is occurring within Phase 0. The need/gap determination is not established, and downstream institutional decisions remain gated.

Status

The North Carolina Commission on African American Affairs (NCCAAA) Initiative is an independent statewide initiative in formation. It is not an established state commission, a North Carolina state agency, or an incorporated nonprofit. Whether a new governmental body is warranted, and any pathway for creating one, remain under examination.

A governmental commission, advisory council, administrative program, or temporary study body would each derive authority from a different legal or executive instrument. The initiative has not selected or proposed a final structure.

The immediate priority is to identify existing North Carolina authorities and determine whether a function remains materially unmet. Only then can the project compare lawful creation mechanisms, institutional design, and durability.

The mechanisms below are subjects of research, not approved proposals or governmental actions. No North Carolina agency has established the NCCAAA Initiative as a state commission.

Forms identified for future comparison

Working hypothesis
An executive-order advisory body as a possible bridge to statutory establishment. This is a working hypothesis, not a selected pathway.
Identified for future comparison
Legislation/statutory commission; administrative creation where legally authorized; temporary study body. No option is selected, endorsed, or submitted.

Open questions

  • Does a material governmental-function gap exist?
  • Which existing North Carolina bodies already perform or overlap with the prospective functions?
  • What evidence resolves the classification?
  • If warranted, which lawful pathway and durability arrangements are viable?
